Who pays the interest

Why interest is rising

Cheap old debt, replaced by expensive debt.

State bonds pay a fixed interest rate for their whole life. Those issued when rates were low cost little; when they mature, the State repays them by borrowing again, at the current rate. So the average cost of the debt rises slowly but surely.

Snowball effect. When the rate at which the State borrows exceeds nominal GDP growth, the debt grows faster than the wealth that carries it, even without a new deficit. Projection

Simulate interest over the next ten years.

Choose the rate at which the State would borrow, the deficit to finance and growth: the calculation refinances the maturing bonds one by one. An exercise to understand the mechanism, not a forecast.

Interest on OATs (€ bn) Share of net tax revenue (%)

How it is calculated
  • Starting point: the €2,685 bn of OATs outstanding at the end of August 2026, grouped by maturity year with their average coupon Agence France TrésorBulletin mensuel n° 436 (données au 31 août 2026)September 2026Schedule and coupons computed line by line from the medium and long-term debt table.Open the sourceSee in the list.
  • Each year, the bonds that mature and the deficit are borrowed at the chosen rate, for about nine years, on average at mid-year.
  • The bonds repaid at the end of 2026 are refinanced at the average rate of 2026 issues, 3.55% Agence France TrésorPage d’accueil : taux moyen pondéré des OAT émises en 2026as of 30 September 2026Open the sourceSee in the list.

  • Short-term bills (BTF), inflation indexation and other costs are left out, so the figure is lower than the budget’s “debt charge” (€72.9 bn planned for 2027 French National AssemblyProjet de loi de finances pour 2027 (texte n° 3210) : équilibre, tableau de financement, crédits de la mission « Engagements financiers de l’État »October 2026Open the sourceSee in the list), but it shows the mechanism well.
